D. Kiniger-Passigli earned his Master's degree in Political Science from the University of Florence, Italy, in 1981, and diploma of a postgraduate program from the Fondazione Ricerche Internazionali, Florence, held in 1981 and 1982 for diplomatic corps and international civil servants under the auspices of the Italian Foreign Ministry. In the period between 1987 and 2011, he was a high ranking officer in different UN offices and missions. Between 2001 and 2003, he was a Senior Specialist in the Programme on Crisis Response and Reconstruction of the International Labour Office (ILO), Geneva, Switzerland. The Programme promoted employment and social protection in disaster situations and war torn countries. In 2013, he became the Global Coordinator of the Fragile States and Disaster Response Group of ILO. His responsibilities include participation in UN negotiations and discussions with the World Bank on sustainable jobs and livelihoods in fragile states.
